MHO, a 7 week old puppy is pretty young to be traveling like that. He wouldn't be fully vaccinated and would be at risk for diseases so you might want to re-think this.

I was worried sick she wouldn't fit. I bought a Sherpa bag from Petco because it had a softer top to bend under the seat if needed. It fit fine and had extra room. I recommend the Sherpa brand anyway…"
